Shuvalan or Mardakan — how to choose
Both settlements sit in the Khazar district close to the sea and work for year-round living. The difference is in character: Shuvalan is better known as an upmarket leisure area with denser restaurant and recreation infrastructure. Mardakan is quieter, greener, and offers a wider choice of villas. If you plan to live there permanently, favour the quiet; for seasonal use, favour the infrastructure. The two are 10–15 minutes apart by car, so living in one and using the other's amenities is entirely practical.
How to prepare for a viewing
Prepare three things before a viewing. First, say in advance that you want to see the document — the kupcha should be on hand during the visit. Second, ask to see the pump and water lines actually running; equipment that does not work becomes an expense later. Third, if you can, come both by day and in the evening: street lighting, noise and the neighbourhood look entirely different after dark. Bring a tape measure — checking the documented area against the real one on site is the simplest protection there is.
